		<description>Competition is a great motivator, I would like to propose that China adopt a new policy. Allow traders to accumulate money (by legitimate means) which is then deposited in a Trust Fund, over which the &#039;benefactor&#039; is permitted to suggest beneficial projects that this money could be used to facilitate. It could be a small project, or a large project supported by a consortium of many &#039;Trust Funds&#039;. e/g a new Sports Stadium/whatever. This proposal could be tested with an exploratory trial, that would identify the most practical ways it could be implemented.</description>
