How exactly net neutrality rose from a somewhat obscure issue to one of mass attention stands as a compelling case study in new forms of digital communications — and the degree to which online actors may play a role in shaping public policy.

More than 30 percent of American households now rely exclusively on cellphones. Despite that, cell carriers have successfully pushed back against rules on what they have to do in a disaster. U.S. Senator Dick Durbin this week sent letters to 30 information and communications technology companies – including Apple, Facebook, Skype and Twitter – seeking information about their human rights practices in China. Durbin also announced plans to hold a follow-up hearing on global internet freedom next month.
